In 2025 all heat networks – which means all new and existing communal and district schemes - will become subject to full regulation by Ofgem. The aim is to provide consumers protection in a natural monopoly, as well as improve the performance of schemes and the services provided. The effect will be to bring heat networks in line with the gas and electricity markets and will involve a whole range of new requirements and obligations that will have to be reported to Ofgem. This will be a significant change for both developers of new heat networks and managers of existing schemes.
