The Construction Industry Council (CIC) warmly welcomes the publication of a comprehensive suite of guidance by the Construction Leadership Council (CLC), designed to support both applicants and regulatory teams in streamlining the process for building control approval applications, commonly known as 'Gateway 2'.

The guidance provides the baseline principles to guide those involved in submitting and assessing applications for Building Control Approval for Higher-Risk Buildings and includes practical recommendations on the approach and submission of relevant information.

CIC is proud to have contributed to this important work through the extensive expertise of Building Safety Committee chair David Mccullogh.

CIC sincerely hopes that this guidance is embraced positively across the construction industry and that it serves as a valuable tool in enhancing clarity, consistency, and efficiency in the Gateway 2 application process.

CIC Building Safety Committee Chair David Mccullogh welcomed the guidance saying “Some of the difficulties currently being experienced at Gateway 2 stem from misunderstandings as to what applications for building control approval now need to contain. This guidance focuses on key areas that have been identified as being particularly problematic. By providing advice in these areas, we can be more confident going forward that delays caused by such difficulties can be greatly reduced.

CIBSE welcomes this guidance. It provides much-needed clarity on what Gateway 2 applications should contain, helping both applicants and regulatory teams navigate the process more efficiently. By addressing common areas of confusion, it has the potential to reduce delays, improve consistency, and unlock faster delivery of safe, compliant buildings.
