Draft European Standards covering energy performance of buildings
The current Energy Performance of Buildings Directive (EPBD) leaves the responsibility for implementation with individual Member States, however, the European Commission has issued an instruction (known as a Mandate) to the European Standards body, CEN, to develop a series of standards in this area. Several of the standards were issued for public comment at the beginning of 201. The consultation closed in March 2015.
Objectives of the consultation
This was the opportunity for those who have an interest in the standards to express their views, via their national standards body, to CEN. The draft for public enquiry stage is something of a “speak now or forever hold your peace” moment. It was the only opportunity for CIBSE and its members to comment freely on any aspect of the standard, and to propose alternative wording.
One draft that was of particular note was Draft BS EN 16798-17 Energy performance of buildings Part 17: Ventilation for buildings - Module M4-11, M5-11, M6-11, M7-11 - Guidelines for inspection of ventilation and air conditioning systems. This is the subject of the current CIBSE TM44 on inspection of air conditioning systems. The new draft combines the inspection of both air conditioning and ventilation systems, and incorporates a number of other changes to the approach based on the results of EU funded research.
